Yes, it is. And it makes sense for them to be starting today, as I've seen other people mention the fact that Monday sales wouldn't need to be cancelled if the sale was starting on Thursday or Friday.
Along with that, Judas made the hint for Hyperdimension Neptunia something like 9 months ago. If GOG's been trying that long to finish the deal with the makers, I'm thinking they'll be wanting to give that game all the exposure possible. What better way than to keep it on the front page while the big sale starts?

I've been watching the 1975 Muppets on Saturday Night Live... these are some weird alien thingies... There's a king who is always having to sacrifice chickens or even a friend to this Mobster/Aztec elder sort of gargoyle who gives the king some advice :) Also everybody seems to be cheating on everybody... And there's financial problems.. That's one messed up kingdom, but the muppets are really nice looking and funny :)

I rank finding that artist as a better thing than Hotline Miami 1 itself, and I (prepare for shock at me saying this about a game) really frigging like Hotline Miami 1.
