Apparently game submissions are automated, and don't need staff to put them through. Charging actual money for a ripped off IP is illegal. Bad Juju will have C&D threats coming in, but there is no one there to read them.

Yes, that's the one. It was made freeware some time ago, but the "official" site only hosts a Linux SDL source-port and hasn't been updated in years, while practically every other site for the game is dead. It seems the only Windows-compatible download for the full original version (running in Dosbox) is available for free at Desura.

I seem to remember someone on the forums here supposedly connected to the game (possibly one of the original devs or someone involved with the source-port), who said that they weren't against releasing Abuse as freeware on GOG, but they preferred Desura because it was open source or something like that.
Admittedly, I might be misremembering this, so take it with a grain of salt.

Same is true for Drascula: The Vampire Strikes Back, although that one is also available on ScummVM together with Dreamweb, Sfinx and Soltys.

It looks like Abuse is available on ModdDB - http://www.moddb.com/games/abuse/downloads - and Abandonia, also. I haven't tried these versions, though, so I wouldn't know if there are problems with them.

the less said about abandonia the better probably.

As to ModDB though, I think their databases etc are still somewhat tied to Desuras (along with IndieDB) - even though I seem to remember they split some time ago. Cannot be certain however.

Well, let's not act like Abandonia doesn't exist (just don't link to it). :P Plus the game is freeware so I don't see a problem with Abon hosting it.

Many thanks for all the info.

I took a look at those downloads, and I must say that they're both rather strange. The one at ModDB seems to be the original retail version, but packaged with a native Windows executable (dated to 2001) and so far, I haven't been able to get it to run on Windows 7 at all, unfortunately.
At Abandonia, the content of the archive is the DOS release, but apparently, it's an older version that doesn't have any music (even the setup is missing the option for midi support). Odd.
