Saying that you'd want a key to go to someone who wouldn't even notice the message because they don't even log on is clearly admitting that there's no way that person could ever be seen as eligible, so from the get go they could only receive keys where participation requirements are waived. And past that, if the active user who'd want to send such a key to an inactive one would have the means to contact them and send them said key, they'd also have the means to contact them and tell them to check their messages to receive it themselves after nominating them. Seems like a bare minimum requirement for receiving a game that might otherwise go to someone who'd be willing to do at least that much...

if that's your (not just Cavalary's) final answer, I suppose that's that. I doubt I can persuade with this path of argument.
So the community "requirement" is not just on the asking part, but mainly(?) infered to the redeeming party.
Seems legit to integrate both as a given - even if I don't necesserily agree it should, but I'm a bystander - as the forces before my inference are the ones who coined it and have the power of interperting at their (your) will. I can accept it.

So suppose one does wish to get a key for a such friend (that may as well never log into Gog to get said key, unless actively persued into doing so by one),
assuming one knows the community giveaway is not the place to obtain it: as said friend isn't entitled as a given.
Where would you direct one? Scouring the forums for another goveawy holding said key? Searching the wider web? I think such is "work" rather spent on actually gaining funds to buy him the key in the first place... Or perhaps better spent in actual community participation?
I think you see where I'm getting. Allowing this rule, even if arguably may adverse somewhat undersirable behaviour, may actually drive more participation in the community for parties that were somewhat less reluctant before.

Then again, I may be delusional in assuming the community giveawy should (or at least could) drive community participation, rather than being a bebefit of already participating.

From rule #8 (emphasis mine): "If you would like to request a key for a friend or family member, they need to meet the eligibility requirements and you need to nominate them for it."
From rule #11 (emphasis mine): "The nomination will only be accepted if the nominee falls within the terms of this giveaway. If a key is granted to a nominee, it will count toward their monthly limit."

Er, said friend would need to log on to redeem the key and download the game, no matter how said key is handed to them.

Pretty much, yeah. Other giveaways if they can find them, here or on other places, especially in case of Prime freebies, or sure, otherwise buy them the game and gift it, but they'd still need to log on to redeem it anyway.

Don't see how. I'd say it's more the contrary, it'd reward people who won't even check their messages, so the very opposite of more participation.

It really should should be a benefit for those who already participate regardless of it and NOT something to make people strive to appear to participate for the sake of becoming eligible!
If anything, I'd hold the attempt to increase participation just to become eligible very much against anyone doing it and likely reject them if I had the call.

You're putting way too much thought into this.
You're getting one AP key.
If it's for a a game which you don't own yet, but are interested in - you redeem it for yourself.
If it's for a game you either already own or have no interest in - you give it to somebody else.

It doesn't matter for either Amazon, nor GOG, since they give that key away, anyway.
WHO redeems it, is completely irrelevant.

It's still only one person who gets the game.

The only thing that you are NOT ALLOWED to do (with ANY key/game), is to redeem the key, download the game and then give copies of the game to others.
