OK.

Let's start with his goal to produce the entire game is about $500. That's what... two days worth of work? And of that, he's promised very expensive-looking physical rewards to his backers.

Then there this, under "Risks and Challenges"

"We have the skills to pull this game off, now it is just a matter of money and time. The risks are minimal and almost not worth to mention. We have a proven track record of being able to develop our games by using our tool of choice and access to skilled artists and musicians who gladly help with the project.

Don't worry, we got this!"

That's just comedy. This is an elaborate prank.

I have to admit that I saw this kickstarter more like an advertisement campaign for a game that is essentially already nearly completed...
:-(
If I'm not much mistaken, they have another crowdfunding project running on Indiegogo; according to an update on that project:

As there are only three days left, we decided to launch another campaign to get that much needed funding to make the game more ideal.
From what I see there, it seems that the Indiegogo campaign didn't go terribly well.

As to the low goal, at a guess it may be that they want to reduce the risk of the campaign failing and no money being passed on, and are hoping for a significant amount to be raised over the goal amount.
