rampancy: Oh sure, but that doesn't mean that ISPs/telecom companies won't seize any opportunity they can find to charge people more money. My experience with Rogers and Bell have taught me that much.
I haven't had any personal experience with Rogers, and only a small amount with Bell, but I do know both of them suck rocks for sure. Shaw Cable is the leading ISP in my community and they have a normally quite solid service with decent pricing and don't gouge customers. That may vary around Canada though as I've heard some people say bad things about Shaw in other cities. They're top notch here though. My buddy lives in the boonies here and is stuck with Bell. He pays for 6Mbps (fastest tier avail), and gets 3-4Mbps on the best of days, and they often overcharge him ridiculously for going over his download cap which is extremely shitty. I'd rather move to a new location than put up with a one-crappy-ISP scenario myself. :)
