There is only two games I know to not have DRM, one is being Windward but that game is also on GOG.com so doesn't deserve a mention.

The other one is SoulSaber 2: Soul Saber 2 on Steam

It is an arena game with similar base machincs like Virtual-On but with larger roster and more characters fighting each other at the same time. Rock-paper-scissor, a type of character always counter an another and have disadvantage against a third. Originally it is a game from 2008 or so, just for some reason this unknown game got released on Steam not a long ago. :)
I see that I am reviving a year old post here but I figured it was the best place I have found to ask so far. I have been using a list of games that are DRM free on steam to claim some of my steam games to play without steam from a external hard drive. One of the game on the list is The Bureau: XCOM Declassified. I cannot get the game to work without steam though. Has anyone had any luck with this? If you have can you share what you had to do to get it to work?

Thank you. I didn't find anything there that helped me know what to do to get it working though. When I run the exe. it brings up steam to download the game again( I uninstalled it from steam once i moved it to the external and ran the game once)

Look at older versions of the game.

I will try this. I installed with the DLC originally. I'll install again without dlc and try forcing DX9 through launch options.

Do you get any error messages when trying to launch the game?

I just gave it a go. Installed the game, run it once through the Steam client (may not be necessary), restarted my PC, rename Steam.exe to something else and then run the game's executable. It might take a while till the game launches (about 1 minute), so don't instantly dismiss it as it getting stuck.

Supraland appears to be DRM-free on Steam, and you can get a Steam key from the dev if you present a receipt of purchase from another store, like GOG. The downside is that the dev has little incentive to continue support for the game on GOG.
