EDIT: Removing my previous post - after contacting WHF devs and Gearbox, it seems that they are having a pricing issue with Steam, and it is incorrectly listing lower AU region prices than they wanted (the 'correct' AU region prices are the higher GOG ones).

However, I have found two other recently released that may be having the same issue (a much higher GOG AU region price, than the Steam AU region price, where Steam's price happens to be the same as the US base price), so it could be some kind of wider bug with Steam's pricing going on.
