Some scammer made some noise and members wanted to implement measures to combat scammers. The OP of the Classifieds thread announced that he contacted Judas to lock down the Classifieds thread while he made a new one, but other members found it too restrictive. One of them created this thread and after a bit of messaging behind the scenes, it was agreed to lock down the two Classifieds threads and to only leave this one active.

By request of the thread starter. Too many scammers ripping people off, so they wanted to start a new one with more rules. However, the rules were a bit too strict for some, so this thread was started. I believe there's a version 2 of the original thread floating around as well.
