Most likely you haven't installed Visual C++ Redist package.
Here. Install it : http://www.microsoft.com/en-us/download/details.aspx?id=30679

If that don't work, download the DLL and put it in either your windows\system32 folder or in \GOG Games\The Witcher 3 Wild Hunt\bin\x64 manually

ok i figured out my issue
some how with the newest build of windows 10 my ProgramFiles\WindowsApps file ended up not in my ownership anymore and was blocked from the rest of the computer resulting in anything needing microsoft c++ redistributable in that file no longer being able to be read

i had to take ownership of the file inorder to clear it i have no idea why it happend but after i took ownership of it the game launches fine

super wierd but since i have windows 10 and its basicaly in beta i guess i have to remember there may be tweaking here and there that i will have to do

im still hopeing anything related to this crap is fixed soon and 1.05 fixes everything that all others are haveing issues with

For me it is the same, since the mini update yesterday, it does not work any longer.
I have tried the "fixes" I have found in different places, (including here) but nothing worked.
I have checked, what actually was "updated" it were the following dlls in the x64 part:

d3d11.dll
dinput8.dll
dxgi.dll
GoGGalaxyHooks.dll
xinput1_3.dll
xinput1_3wrapper.dll

and in the gamefolder (before going into bin) there are some files like
"unins001" (with .dat or .msg etc) and some "goggame-12076643" (some with.info)

I had a similar bug before with "The vanishing of ethan carter" but there it was NEVER fixed (I and some other people canot play the game up to this point!)

Now a question: Could someone provide me with the old versions of this files?

"d3d11.dll
dinput8.dll
dxgi.dll
GoGGalaxyHooks.dll
xinput1_3.dll
xinput1_3wrapper.dll"

maybe if I replace them with the ones before the patch, it will start working again...

kloni: Deleting or renaming any of those file in bin/x64 won't help for me. Still doesn't start. Any other suggestions?

FoxTwo: Before I found this thread, I experimented and found that Witcher 3 would only start if I did NOT start any other s/w that uses gaming Overlays... meaning no Raptr/Xfire/Steam/Overwolf, as well as no video capture software like FRAPS and Bandicam.

After Witcher 3 was running I could alt-tab out to start video capture s/w but nothing else... anything else with in-game overlays, even if disabled, would crash Witcher 3.
This fix my problem thank you.. I buy you a beer if I could.

Had the following problem:
- Click on "Play" did not start the game (basically nothing happening at all)

System:
- Windows 10 build 10122

After doing the following things (basically everything mentioned in this thread), game works again:
- Took ownership of the ProgramFiles\WindowsApps file (didn't seem to help)
- Deleting d3d11.dll and dxgi.dll then repaired (didn't seem to help)
- Recovered the System to a previous version (didn't seem to help)
- Installed the following from the above link:
-- Visual C++ Redistributable for Visual Studio 2012 Update 4
-- Visual C++ Redistributable Packages for Visual Studio 2013
-- Visual C++ Redistributable for Visual Studio 2012 Update 4
-- Microsoft Visual C++ 2010 Redistributable Package (x86)
- Restarted the PC (helped after the Visual C installations)

So thanks to all the above players :)

Like I wrote before - for me the problem was with the new update, when I reinstalled the game manually, all went back to normal. But I didnt used gog galaxy. I checked it - when I launched galaxy it automatically downloaded those dll's to x64 folder and then W3 stopped working again; deleting files didnt help. So i deleted all x64 folder and copied the old one.

Try deleting the x64 folder and paste mine - link http : //sendfile.pl/pokaz/377919---qhAj. html
I cant post links so delete the spaces with that link
But DONT USE GALAXY GOG (lookout couse it is auto launched in windows tray!)
