Why? CS1+2 are pretty much autoconclusive, and the CS3 port will be out sooner or later.
Localization staff from Cold Steel 1+2 are actually returning for the 3rd one, including the recently-departed-from-XSeed Brittany Avery.

Cold Steel 1+2 were also Playstation-exclusives when they were first released. Don't rule it out quite yet.

Who said so? Nothing in the articles you linked says that the game won't appear on PC.

That the game isn't announced for PC doesn't mean anything. The first two games also weren't announced for PC until long after the console versions were finished and the PC port was already well underway.

That the console version is given priority and the PC port appearing 1.5-2 years later isn't exactly new for this series.

The questions isn't 'if' ToCS 3 is appearing on PC, that's pretty much a given. The right questions should rather be 'when', 'How badly will NISA fuck up the port?' and 'How long will it take them to fix it?'.

Except it won't. The game will launch exclusively on PS4 in Fall 2019. They won't rush the PC port this time because of what happened with the Ys VIII fiasco, so it won't be announced until it's done. But some of the people who kew about the NISA license months ago have said that we can expect a PC port in the near future (past the PS4 launch).

You don't have to trust leaks either, simply remember that Kondo said two months ago (when hinted the NISA license) that they want their games on Steam (GOG is implied).

It's a good sign, but it doesn't matter how good the people are working at it if you force too little resoucres, bad working condition or unrealistic deadlines.
There are still too many ways vor NISA to screw this up.

I'd be happy to be proven wrong, but until then I won't get my hopes up.

Been announced that ToCS III will release on NINTENDO SWITCH in 2020... still no news of a PC port... ><
