Very true.

Many of us badly want GOG to succeed, but it keeps getting in its own way.
GOG can't just add a coupon to any game without the rights holder agreement, unless they're willing to pay out of pocket for that discount. Perhaps Frogwares never got back to GOG in time regarding a coupon. Maybe Sinking City wasn't doing the gangbuster sales numbers Frogwares was hoping for, and the coupon was an attempt to squeeze a few more out. There are plenty of possibilities and only GOG or Frogwares could explain, which won't happen because that's all internal business.

But hey, don't let common sense get in the way, any excuse to complain is good enough - right?
