ZFR: If GoG fixed the prices like steam, then as soon as CAD or YEN gets stronger again, you'd start complaining that it's unfair that your game is more expensive than the ones sold in USD. But it's either or. You can't have it both ways.
Actually, I wouldn't. As long as GOG use a fair pricing model where approximately 90 to 100 yen = 1 dollar (best case scenario, i.e., the base rate Steam uses*), or the daily exchange rate (worst case scenario). But then, I expect you've never seen local pricing in Japan. We tend to pay the equivalent of 100 USD + for anything PC game related. And recently that's rising to nearly 120 USD +. * I say base rate, as most publishers, like 2K, Ubisoft, Capcom, and the few other JP pubs with games on Steam, set a far higher price. For example, Dead or Alive: $35/40ish for US, etc., $70 for Japan (with no pre-order/launch discounts either). Or Resident Evil HD Remaster: $20 in the US, $40 in Japan. Or even Yaiba: Still $70 in Japan despite all other regions getting a 50% permanent price cut.
But as it stands right now. There's no point in buying Witcher 3 on GOG. It's cheaper on Steam and if W1 and W2 are anything to go by, GOG will eventually have a system for claiming a free copy if you purchased elsewhere.
