Depending on what stage the game is when you get it, it may not be a final build, and the issues you may have with it may have already been addressed. Depending on the company's confidence in its coders and patching methods, they may wish to have reviews of the final product and not of the WIP one.

JMich: There is. You can encounter intelligent life, though you won't be able to understand them at once. You will need to explore a bit more to be able to pick up words of their language, so you can begin to properly understand them.
If you give me an official review code, then you believe the game is in a state where most first impression can give you a sense of the game
Otherwise you either are a fool or an idiot
Jim reviewed the game as it was when he got the codes, if the developer or sony is not fine with that, then postpone the release of the game a little bit more, when it's more complete
He got the same experience a player would have got playing the game, why he should not have talked about that? Because it was WIP? Does that mean that the developer/sony wanted a reviewer to give a review to an unfinished product so close to release, and thus most people would have obviously thought it's the state of the game it will be in their metaphorical hands?

I don't care if this game become the holy grail of gaming 2016, it probably won't, the game was in that way at release, and frankly, no matter what they add in, the base game won't improve much no matter what they do
Unless they significantly alter the game experience, but again, that will not be the game they originally released, or promised
Base building for example....why? Originally in an interview they said there will be no player base, after all Isn't my objective to reach the center of the galaxy? Why burdening the player with a base i need to return back to, unless i can pack it of course, in that case it would be cool
