Showing rep and join date for users in Messages page would alleviate these scam problems.

I'm not sure if Ezri was perma-banned. I know that irawesome was banned, and all his posts have disappeared. Look at this thread, for example:

Some people in the thread are quoting him, but his actual posts are gone.

Nah, when GameRager was banned every single one of his posts vanished completely.

Not entirely sure, I just remember a load of threads with replies to posts of GameRager's that weren't there any more.
