Honestly this seems to me more like a colossal mistake from the publishers/devs rather than a deliberate decision to exclude content from GOG. I think you should report en masse the issue and wait for their response

Treewhisperer: Bulwark is lagging behind a bit again, the latest 'Behemoth' update (from 2 weeks ago) has yet to arrive.
