Yes, every game/visual novel/whatever on Steam is censored.
If it has content that is deemed "inappropriate"
For example nudity or sex scenes. (even though they seem to be fine in things like far cry 3 and metro last light) :l

I would assume that if they approached GOG in order to get the game sold in here, GOG would deny the inquiry with the "not good enough" response.

GOG's loss, then. Mangagamer got my money.

And the game is pretty good. The puzzle mechanics are well done with a small twist.
