Well, the Galaxy client is by all means an alpha, and just like this forum, it will likely remain an alpha version forever. I guess the first reason why they won't close the forum that I'd mention is just that: they can't really close down functional services without having alternatives in place.
And they're working really hard to show the Galaxy client as no kind of alternative to .exe files whatsoever.
Now, the second reason I'd give is even more cynical. The BioWare forums are closed because EA and BioWare just see it as a place where negativity is spread about the products they offer. They cared enough to put moderators in place who quenched the kind of "civil criticism" that is decidedly litigable, but of course deleting posts and banning members, even the greatest assholes, never makes a forum look like a sunny place for all.
GOG doesn't moderate their forum, GOG doesn't give a shit about negativity. With downvotes, they even have a very effective system in place to
explicitly FOSTER negativity! So really their reasons for closing the forum can't be the same as BioWare's. They don't protect their interests here, and they don't protect the interest of their business clients.
Go into any Telltale announcement thread and you'll find the same 'cancer to Telltale' comments for not fixing a non-gamebreaking bug in a single one of their 10 year old games. Go into any longer Double Fine announcement thread and you'll find the most heinous and ludicrous conspiracy theories about their business conduct. And concerning the sheer amount of definitely litigable slander rubbish spread in the Un-Gamer Activities Committee thread ... yeah, OK, I won't even start.
Short answer: GOG doesn't give enough of a shit about this forum to close it.
