The upcoming Technobabylon could very well be exactly what you're looking for. I haven't played it yet but a quick glance at the screenshots and trailer were enough to convince me.

From the already available games, the closest ones are:

-A New Beginning (original German voice acting a lot better than English version!)

Lure of the Temptress was made by the same people, if you're interested in checking their first game out.
Not at all similar thematically, though.
