Steam ran out of keys during some sale periods before due to high sales, but not permanently. They even drained a publisher's keys in Riven's sale. Sold more copies than the publisher was prepared to sell xD
Hope not, it keeps getting put on the back burner for other stuff because there's usually so many sales going on that thirty can bring me in about six games instead of just FO3.

How good Just Cause 2 is? Is it a generic FPS or there is something special in the game?

I highly recommend Just Cause 2. It is a sandbox game in the style of the newer Grand Theft Auto games. It probably isn't all that different from GTA, but somehow it feels more exciting because the action seems faster paced. The only complaint I have is that the voice acting is TERRIBLE.

I haven't played it, I just bought it from the sale that was listed.
However, I don't think I can remember a single person ever saying that they played Just Cause 2, and didn't have fun with it

For me Just Cause 2 is more fun than GTA Series. It is really good game, you should get that with this price. 40+ hours of awesome fun.

Do you need GFWL for the GOTY? Only while it was present in the original version, it was far from required. I completely ignored it altogether for my first playthrough. So it might not matter if you can't register it with GFWL. As for the DLC you can just move them to the game's directory and they work fine.

I know you don't get refunds on games you actually bought and got but were there cases of people who never got a CD-Key (after running out) who didn't get a refund? Far as I remember they either got them later or got reversed?
I heard people who got Prey never got a refund. The game simply never appeared in their account.

But it's hearsay. I might be wrong.
