I really enjoy the new characters added to the game, it makes the universe feel a bit more real. The more I talk to them the more I try to figure out their motivations. Haven't finished all their quests yet. The new ship is definitely not a "re-skin" as one reviewer wrote - Not only does it have different stats making it a bit more fragile than the default ship, the handling is much more suited towards dashing-far-too-fast-far-too-close to asteroids, which is my favorite way to accidentally kill myself. It might end up being my favorite of the 4 ships. The new weapons are pretty fun as well. While I do usually avoid most DLC's, this one was worth it for me. Your mileage may vary, of course, but the added content expanded the enjoyment of the game, and didn't feel like a mindless cash grab. As for the couple of people complaining about DLC's, what do you expect companies will have to do to stay afloat when users only ever buy games that are on sales these days. Employees like getting paid, you know.
The game plays really well, is gorgeous to look at, and has a nice difficulty balance. All the ships have unique playstyles, but you can tinker with them a bit to make them more up to your own personal wants. The perks system is really fun, and while it seems hard to get all the upgrades for all the ships, I honestly don't mind it. It doesn't feel like a grind to me, it feels like you're getting the bonus perks as a bonus to doing well on your run.
