Alexai26: I've tried loading both games at the same time, and apparently I can't see a change in both, and my eyes are trained to perceive these differences, which puzzles me, but the change in the size of the game folder is striking:

Steam with Textured HD Pack: 58,076,669,015 bytes

Steam without Texture HD Pack: 25,970,547,511 bytes

GOG: 32,964,111,843 bytes

With these data that each one draws their own conclusions, I do not finish being clear about what is happening.
Steam has both 4K and HD texture packs downloaded; it's not going to delete the HD textures just because you enabled 4K. Thus the larger folder. If GOG is prepackaged with just the 4K textures like others are saying, that could explain the extra 7GB between GOG and Steam w/o 4K.
