I've seen that there is a "widescreen" patch and [url=]here (the "Resolution Changer for EU2/HoI/VIC").
It seems to work fine for me (resolution of 1600x900). But instructions into the readme must be followed ! And I read that there may be some bugs (and/or may not work).

Its a hell of a lot easier to run this game and the others in the series either in a window using D3DWindower or install a VM, I messed around for ages with the Unknown Entity tools and I don't like having to change my desktop to 16 bit high every time I play the games for one and resolutions are still very limited.
