I've seen that there is a "widescreen" patch and [url=http://www.geocities.jp/soukan_n/f/tools.html]here (the "Resolution Changer for EU2/HoI/VIC").
It seems to work fine for me (resolution of 1600x900). But instructions into the readme must be followed ! And I read that there may be some bugs (and/or may not work).
