He spawned under the walkway for me too. I was able to get to him by jumping into the water from the walkway right by the archway to the portal. Talking to him triggers a cutscene that respawns both of you back up on the walkway, which is a relief because it's really hard to climb back out of that section of water (you can't swim out).
