tydog98: Hm, it seems to now work when I use the dgVoodoo2 instead of WineD3D
Ya I never have got dgVoodoo2 working with Swat 3 (with or without the mod). A few people in the forums on my website also have the same issue.

I keep hoping that a newer version of dgVoodoo2 will someday work.
I finally got dgVoodoo to work with Swat 3 on a Windows 10 machine with an Nvidia card and the Last Resort mod in full screen!

Every time I tried booting the game with either a Windows 7 or Windows 10 machine I would get an error about the game not being able to set the 2D resolution (and sometimes it would also crash that it couldn't set the 3D resolution).

How I fixed it was in the Last Resort launcher I chose 640x480 resolution for 3D and for 2D I chose 800x600. I then ran Swat 3 and manually changed the 3D resolution on the Swat 3 OPTION screen to 1280x1024 just to see if it would work when I ran the 3D map. Both the 2D and 3D ran perfectly at 60fps.

I then shut down Swat 3 and reloaded the Last Resort Launcher. I changed the 2D and 3D settings to whatever I wanted. It worked! Swat 3 now worked with dgVoodoo2.

Conclusion: it almost seems that Swat 3 has some buffer that stores your previous settings that overrides what is in the Swat.cfg file. Forcing the game to launch in the lower resolution made it work properly and switched to the dgVoodoo video driver.

UPDATE: Choosing 800x600 for both 3D and 2D works just as well.

Nice!
Okay, it worked also on my Windows 7 machine. You don't have set the 3D to 640x480 in the Last Resort launcher. 800x600 in both 2D and 3D works just as well. You only have to apply this fix once. After a map loads you can quit Swat 3 and then in the future use any resolution you want.

One strange side affect on my Windows 7 machine. When the 3D resolution is set to some resolutions with dgVoodoo activated the 3d portion of the game looks very washed out and muddy (no deep blacks). For some reason if I change the resolution to 1600x900 this problem goes away (normally I am 1980x1024).

The other bug is that no matter what resolution I choose on my Windows 7 box when I hit PRINT SCREEN in Swat 3 for a screen capture all of the images look washed out and muddy. Very odd.

My Windows 10 box works fine with no problems without washing out 3D images. I wonder if it is an Nvidia Windows 7 driver + dgVoodoo combination that causes it.
