sandman332: TSS also uses game files and sounds from the content folder of the regular swat 4 game. This isn't an issue and most likely won't be fixed since it has to be installed to the normal c/sierra/swat4 for all sounds and whatnot to work. I have the gold edition disk version and installed it where it was supposed to be installed and I have no issue. So what you can't use galaxy? It's an old game and this probably won't work with an old game. Just do it the old fashion way and install the old way.

floccipocci: The thing is, I can choose a custom install path with the installer and it will work. I think there might be some mismatch somewhere with GOG Galaxy install?

I'm not sure if spaces in the path will affect the install.

I'll replicate the problem again another day and submit the logs to GOG. Inside the game folder you'll see a log file of the game (something like SWAT4X**log or something i can't remember). I noticed that in the log file, it records the game as failing to load some unreal module pertaining to sounds, and hence unable to load a lot of sound clips or something.
Could be the issue, not sure as I still have and use the gold edition box version back when EBgames used to sell computer games, and I just installed it to the normal directory it wanted. Still one of my daily games I play.
Seems to me that Galaxy install of TSS is broken. (To all or some people?; I don't know)

There might be more inherent problems that have yet to surface.

For example, this might cause a lot of problems or mismatch if players using different install methods try to connect to each other? Like one player tries to do a hold command, and the other players are bugged, so there's a crash or some side effect?

I can also confirm sound is not working with Galaxy version.

Just reinstalled with the standalone installer and sound is working correctly.
