In SWAT4TSS, the initiate command does not work.
Tried classic command mode and the radial command mode.

Yes it is not working for me either. Glad I am not the only one. I press initiate on a hold and nothing happens.
by default its left ctrl and select a team choose option, repeat for the second team. then go back to element and off you go

Yes, it should work that way.

However, in this case, after setting up the holds, selecting initiate just cancels everything, instead of executing.

I am having the same issue, plus sounds from Swat 4 TSS are not present. (e.g., suspect voices, punching sound, cobra punch stun, etc.)...

Unfortunately it does not.
Using default controls.
Tried the classic command mode as well. It does not work.

Interestingly enough, the first time I noticed it was not working was on that same exact mission. Tried other missions and same problem.

You're right. Also, when I try to do a hold command, there's no "On My Command" voice. Although the commands stack on the bottom right. However, initiate cancels them instead.

OK. Fixed it. Have to reinstall the game. <- (Edit: No it does not. I made a mistake)

Edit: I installed the game on another computer and it works. Reinstalling the game in the previous computer still has the same problem.

I noticed that even the radio preamble at the start of the mission was missing. When going through the game logs, I found that the game couldn't load a whole bunch of sounds somehow.

Is there something to do with the directory structure required for the game to work? I'll have to check if the working computer uses the default GOG install directory.

The computer in which the game does not work uses a custom install directory.

All this from GOG Galaxy Install by the way.

Finally got it working when I downloaded the installer instead and installed to C:\SWAT4.

Update: Installed SWAT 4 Gold via installer instead of using GOG Galaxy into my D:\Games\Swat 4 folder. Everything works, the radio preamble, music/sounds for the expansion, and initiate command.

Update 2: I think there is something wrong with the GOG Galaxy install of SWAT 4 Gold. I've tried installing it into a simpler directory (e.g., D:\Games\Swat 4), but the sounds are absent. The installer appears to work fine no matter where I install the game.

Only time will tell at this point.
Got this problem too. I hope it will be fixed soon because I prefer to install with Galaxy.
TSS also uses game files and sounds from the content folder of the regular swat 4 game. This isn't an issue and most likely won't be fixed since it has to be installed to the normal c/sierra/swat4 for all sounds and whatnot to work. I have the gold edition disk version and installed it where it was supposed to be installed and I have no issue. So what you can't use galaxy? It's an old game and this probably won't work with an old game. Just do it the old fashion way and install the old way.

The thing is, I can choose a custom install path with the installer and it will work. I think there might be some mismatch somewhere with GOG Galaxy install?

I'm not sure if spaces in the path will affect the install.

I'll replicate the problem again another day and submit the logs to GOG. Inside the game folder you'll see a log file of the game (something like SWAT4X**log or something i can't remember). I noticed that in the log file, it records the game as failing to load some unreal module pertaining to sounds, and hence unable to load a lot of sound clips or something.
