Semi not normal I'd say. I fired it up just now and played it for thirty minutes and while you start with a Factory and no Laboratory, as soon my station was set up, Arona visited me with the typical goods he tries to sell you at the start of most missions (Love Nest, Sick Bay, Laboratory, Comsensor, Star Port, Power Boosters, Recycler, Cargo Holds and what not) and as soon I had the Comsensor and Star Port running and manned, I had the typical traders, tourists, ambulances and penitents contacting me to get on board.

Essentially the mission is meant to play like a typical, normal sandbox mission, except with Targatelli racketing you every bunch of minutes until you piss him off, and as far as I remember, the mission was meant to be kind of like a Mission 11, with all the features and all the gameplay mechanics being allowed. So if you grab a Star Port and Comsensor from Arona and get them running, merchants should contact you to trade goods. If it doesn't work like that, I'd suggest maybe resetting the mission.
War Zone forbid the monks to build Temple, i think. It would have been a perfect solution to a station full of criminals but oh well.

I second that. Most of the sites are down and archive.org doesn't have the files. I'm particularly interested in DMA57361's mods for the nostalgia but I'd happily take links to any of them.
Help me relive my youth!
I want to say that I loved some of these mods a decade ago...but it turns out it's nearer 2 decades...

I want to say that I loved some of these mods a decade ago...but it turns out it's nearer 2 decades...
I am late but I noticed and I will be working on a solution during the next week. Don't worry, everything is fine and nothing is ruined, I have all the files on my hard disk, I just need to test a few things and make sure everything works correctly and write a whole bunch of disclaimers and warnings. While I'm here I'll also scan the Steam, GOG and Reddit forums in case new stuff has been posted there, it will more than likely be a repository of all Startopia related files, whether it's modding tools and guides, patches, that program to extract the game soundtrack, and also the user missions and other mods.

In the meantime, you can download some of the missions directly from Slink's Startopia page:

The only missions that are currently unavailable are five missions that I grabbed from the Eidos forums back in 2004, three missions that were on MaxOoze's website, and three missions that OneStar posted on this forums, whose website also seems to be down. Well that took me longer than I thought but here it is:

The site is far from complete, right now it focus mainly on mods and content released prior to 2014. I am still missing a lot old stuff. I have not delved into the modding tools yet. Nor have I had the time to scan the Steam, GOG, and r/Startopia subreddit for new mods that have been released since 2014. But I didn't want to delay the site any longer.

I don't know how long that'll take me but I intend for the next major update to focus on modding tools.
