Dmitriy_Shcherba: Had the same issue.
For me the solution was to set 60 HZ + full Hd.
the default setting were 144hz and that caused the bug.

You try everything V-Sync, forced V-Sync, limiting frames etc. and this is it. It was set to 2560 X 1440 at 155 Hz.. this made no sense and setting it to 60 Hz fixed the problem immediately. So god damn simple.

2560 X 1440 @60 Hz fixed the problem for me as well
