Yes, it is. The game's FMV cutscenes use DRM for digital audio. This triggers both the visual and sound corruption on Windows 11 systems with KB5064081 or later updates installed.

Keep in mind that while "SH4" on GOG does not have any digital rights management (DRM) restrictions, which means you can freely copy, install, and play the game on any compatible computer, the game's FMV cutscenes include digital audio that does have DRM when played and decoded.

As mentioned, the issue disappears when you revert to any Windows 11 build pre KB5064081, but doing so is obviously risky and a bad idea. All Windows updates are cumulative, so you should also fully block Windows updates.
Adding myself to this. I have the same issue, I'm also on Windows 11. Hopefully someone can find a solution to this besides never updating my Windows again.

I hope the same. I submitted a support request to GOG Support regarding 'Corrupted FMV Cutscenes after Windows 11 24H2 KB5064801 and later updates', but I am still waiting for a reply. In terms of narrative and immersion, this issue is game-breaking, and a prompt solution is required.
SH2 EE appears to not have this issue. Maybe we can take something that's done there and apply it here?

I think SH2 EE is not affected because the video files are new and made by the EE team (they're upscaled and such), therefore there isn't DRM encoded in the videos. That being said, maybe the vanilla PC port is affected, wouldn't be a bad idea to check that out too.

I don't have this update, and my cutscenes are broken too! I'm reading my update history up and down, but "KB5064081" is nowhere to be found. Can anyone tell me: 1) Why is that update missing in the first place? 2) Why is SH4 still messed up although the update isn't there? 3) What the hell am I supposed to do now?

There is a possibility this might be another one of the uninitiated variables issues (at least according to Kaldaien), and if it's true someone at Microsoft deserves to be hanged for their shortsighted, arrogant decisions that resulted in so many applications breaking (admittedly that had faulty code) and not having easy workaround that could be offered to preserve compatibility in edge cases at the cost of security.

On a flipside, if this really is an uninitiated variables issue (because HDCP seems very unlikely), we'll soon see if "GOG Preservation Program" actually means anything or is it just an advertising buzz term, since that will require patching a problematic library of executable.

August 29, 2025—KB5064081 (OS Build 26100.5074) was a Preview update (these Preview updates are optional feature previews, but changes are always included in regular monthly Cumulative Security updates), which is why you likely don't see it listed or separately installed. However, any Windows 11 update released after August 29 included the changes introduced with KB5064081 and subsequent updates. All Windows 11 updates are cumulative (preview or regular security updates). That's why SH4 FMV cutscenes are still messed up despite not having KB5064081 preview listed in Settings -> Windows Update -> Update History -> Quality Updates.

Basically, if you have either installed any of the following updates, you have the KB5064081 OS code changes active and installed:

September 9, 2025—KB5065426 (OS Build 26100.6584)
September 22, 2025—KB5068221 (OS Build 26100.6588) Out-of-band
September 29, 2025—KB5065789 (OS Builds 26200.6725 and 26100.6725) Preview
October 14, 2025—KB5066835 (OS Builds 26200.6899 and 26100.6899)

The issue is caused by the KB5064081 preview or any later Windows 11 24H2 update.

On what you can do now, consider waiting for a patch and submit feedback to both GOG Support and Microsoft to address the issue promptly.

Yeah, that's likely the explanation. As you pointed out, the issue introduced with KB5064081 preview and later Windows 11 24H2 updates affects and corrupts DRM-encoded playbacks/videos. Hence, the vanilla SH2 PC port will probably also be affected, while the EE team version isn't.

I just checked, even after Windows updates today, this is still an issue. Bummer, was going to play through it since I just recently finished SH2 remake...

EDIT: I reinstalled Win 10 because I was curious, about this game and others I've been having problems with in Win11.

First FMV loaded no problems after reinstalling. It's definitely a win11 issue.

Not everyone is going to be willing to roll back, but for me, I'm rocking 10 for the next year.

Final update from GOG support regarding the FMV color issue

I’ve been in contact with GOG technical support for several weeks now, and here’s a summary of their latest response and what I’ve tested:

They suggested:

Performing a clean driver reinstall using DDU (done – no change).

Trying the Steam006 unofficial patch → the author himself confirmed that “Windows 11 update KB5064081 (August 29 2025 Preview) broke FMV playback.”

Using the 16:9 FMV Pack → it only changes aspect ratio, not colors.

Running the game in clean boot mode with all non-Microsoft services disabled.

Launching via DxWnd in borderless windowed mode.

Testing the Nemesis wrapper as an alternate fix.

All of these steps were tested. The FMV color corruption still remains exactly the same.

At this point, it’s safe to say that the issue is not caused by GOG, the patch, or GPU drivers, but by recent Windows 11 updates (KB5064081 / KB5064801), which broke FMV decoding.
Other users have confirmed identical results.

Everything else in the game works perfectly – only FMV cutscenes are affected.

Unless Microsoft releases a hotfix, there’s unfortunately no working solution yet.
Thanks to GOG support for their patience and effort. For now, I’ll wait for a Windows or GOG update that restores proper FMV playback.

Nothing new here. GOG support can offer more than just the usual troubleshooting solutions. They should escalate the issue to the GOG Preservation team, as only GOG could "urge" Microsoft to resolve this issue.
Unrelated note: The Godfather 2 on dvd requires tweaks to get running on W11, works straight from the disc install on W10.

I thought MS was invested in backwards compatibility... SMDH.
