That's from August 8th, just before the game launched on the PS4. It's not some old, outdated quote, and it's not talking about something else and selectively edited.

If you're going to accuse someone of 'quote mining', maybe accuse someone who's actually taking quotes out of context?

Doesn't matter, it has already been proven that Sean Murray lied, and even when 2 people are on the same planet at the same time and the same waypoint, they still cannot see each other.
So far the only response to questions about why not has been a comment about being amazed it happened with no answer as to why the blatant lies about being able to see one another. A myth he was perpetuating up until days before launch.
Twitchers found each other (twice now) and there was no visual identification they existed to each other.. the planet they were on generated off the default seed...

as discoveries happen they would pop in front of you as they are uploaded and checked at generation...

no matter what, you will never be able to interact... but you will be able to build a base (kind of) and own a massive space freighter to store crap in down the road but.... thats all we know for now...

Multiplayer as you are talking about does not exist in any form, you are inside of a self generating universe that links its data to a centralized "Atlas" which is the one and only multiplayer component in the entire game at this time.
