Not sure what you mean by "more PC friendly", but Card City Nights here on GOG is a card game with deck building mechanics. It's a bit casual and also available as a mobile game, but I liked it.

I haven't played them myself yet, but the fantasy strategy games and [url=https://www.gog.com/game/etherlords_2]Etherlords 2 also seem to feature cards and deck building.

As does the recently released Forced Showdown, apparently.

And there was a Magic - The Gathering game in the 90's, but I don't know where to get it nowadays and whether it would still run on Modern systems ...

Steam lists these as trading card games, including some newer Magic: The Gathering games, if you don't mind client based DRM.

And there's Blizzard's F2P Hearthstone - Heroes of Warcraft, of course.
