ok so this game back in the day was incredibly good i played it so much ! ...
but thats like 9 years ago so its really blurry but the thing i remember is.
you have like 4 diffrent like gods ? and 1 could bring the dead back to live and 1 could fly so you could scout with him and there where a few more. every god had a few diffrent minions as it where but you also had to build a city and such and there are 2 worlds i can remember 1 is in a place that was with loads of mauntains and the other one was a maze that was really cool looking ....

Vaguely sounds like Sacrifice, but that had five gods.

Hmm RTS - could it be Total Annihilation Kingdoms.

4 "god" like starting rulers, one for each faction, with various armies under them. One of them did fly and that faction also ran on summoned minions for everything, whilst the others were a more traditional base building types.

If it does turn out to be TA Kingdoms the GoG version has the rare expansion set with it (rare because it got a very limited release and was never later part of the "sold out" software type bundles). So you not only get 2 new units per faction, but a 5th faction added to the game.
