Put them both to LOW scale and in each one of them individually, simply deactivate whatever it can be deactivated. Even that VSync and antialiasing. Remember to lower resolution to the minimum possible and keep game in full screen.

Hope this will help you. Initially, for me, game was like 5 times slower than normal, felt almost like playing an MMO during a very heavy lag day, getting stuck in motion etc. Now its speed is much better and almost on par with NORMAL speed on rig with correct specs to play this game normally.

Last but not least, remember to update your graphics card drivers and download latest version of direct x 11.
