Iam looking for a name of a game i played as a kid. I got a few clues, but i just cant seem to find it anywhere on "topX90s RTS Sci fi games" style lists or anything like that (maybe because it wasnt good enough to get on any of those lists, i dont know.) I scoured the list of sci fi Strategy games between the 90s and early 2000s on wikipedia, but not a single title on the list seemed to ring a bell. (maybe i missed it?)

Here are a few clues:
It is a Sci-Fi RTS, I think i got the CD ROM with the game together with another CDROM than contained either AoE 1 or AoE 2 so this must have been 90s or early 2000s.
Iam not sure if the game featured multiple factions to play or at least those factions didnt really have a significant mechanical difference.

The most unique featue of the game (that i remember) was the way you decided what kind of units to build.
I remember there where multiple kinds of vehicles you could build like Mech-Walkers, Tanks or Hovercrafts that all where slightly different mechanical. If you decided to go for one of those branches i believe there where multiple tiers of these units available to tech up too. Those units served as vessels on which you could stick different weapons on.

What weapons you would stick on these depends on what kind you specialized on. I remember there beeing rocket batteries (probably, iam a little hazy on that one), miniguns (also not sure about that one), and definetly some kind of Plasma weapon and a Cannon (i remember the cannon feeling especially powerful). I think there also where multiple tiers for these weapons, so you could advance to something like a double barraled cannon. You could combine those weapons with your vehicles to make your desired units. For example you could produce Hovercrafts equipped with Plasma weapons or Mech-Walkers equipped with Canons. The Higher the tier of Vehicle was, the more weapon slots they could carry (i think).
You could also build turret towers and put your weapon of choice on them.
There was also some kind of Airport/Spaceport building that would produce bombers (i believe the bombs looked kind of like the plasma weapons). I remember those Air units beeing very much overpowered when playing against he AI because they never really seemed to find a way to shoot them down.

In the back of my mind whenever i think about this game i can also recall some kind of powergrid mechanic to power up your buildings, but i really cant tell if that is a legit memory or just my imagination.

As you can tell iam pretty hazy on a lot of the details, does any of this ring a bell?
I appreciate your help!

The first game that comes to mind when i read custom units in 3D is
Thandor the Invasion
I really don't know but have you checked the Earth series especially earth 2150 if that could be it?
Other customizable game that i remember was warzone 2100
Since you mention air units i really don't know which game has them that where the enemy didn't know to shoot them down.
