The original hasn't been deleted either:-

evidently not a bot, but a piracy breach of community rules and still spam.

As for the downvotes, we unfortunately don't have any influence on it.
But proven instances/cases of rep manipulation are one of the things not allowed under the COC, iirc......which is why I sent proof of such concerning one user to your PM box, in the hopes that you can provide some assistance/etc with that matter at least.
