I think you used the wrong gender with fable22 :P.

For the point you mention : Yes, IF a user requests its own topic to locked (for at least a valid reason) , said topic should be locked....

I agree it's no fun to lock a topic , but sometimes there's no other choice. or because the creator of the topic doesn't want to continue to maintain said topic ..

The GOG Connect wishlist sounds like a pretty good idea, me likey.
If you are serious about this, IMO, a new thread created by you (heretofore unseen staff account) will have more visibility and likely more participation than attempting to recycle this worn out thread. With that said this will be the third or fourth time such a thread was started.

Once we reach negative rep due to trolls, we are unable to post links to youtube etc on gog forum.

Can that be corrected please?

I like to post links to movie trailers but I won't be able to do that once my rep goes into negative.

You can, you need to quote someone or create a fake quote (quote tags without anything inside). I've requested the removal of the links/rep restriction a few months ago, Firek promised to look into it but then (AS ALWAYS) i got radio silence.

You think anyone at GOG cares about the flaming wreckage that is the forums? These "message boards" haven't had an update since... I can't even remember. They're just doing the bare minimum to get by while constantly fixing what isn't broken until it breaks, and breaking the broken bits a little more.
