OK, I wonder if the subject should have been written a little differently.

I was about to recommend a 12-step program.
Probably GOG galaxy store run time processes infos somewhere, and is out of sync.

Try to clear (remove everything) the system temp folder and the user temp folder.

Karpaj: Ok I could launch this.
But soon will be new DLC, so i will need GOG client anyway when i buy it.

I again tried to delete all old files, but imposible :/
Try to find where The Witcher 3 is installed, and run it from there. You can install new expansions manually. You can download all game files, DLCs and patches from your account: http://www.gog.com/account/

Spróbuj znaleźć gdzie masz zainstalowanego Wiedźmina 3 i uruchom go z tego folderu. Możesz zainstalować wszystkie dodatki ręcznie. Możesz pobrać wszystkie pliki gry, patche i DLCki ze swojego konta: http://www.gog.com/account/

Sprawdź też w pasku zadań, czy nie ma tam gdzieś GOG Galaxy uruchomionego. :)

Karpaj: As I already said - at this PC there is only 1 account. I restarted PC a lot of times and it's still not working.
Have you tried booting into Safe Mode and then uninstalling Galaxy?
