It is not possible to buy GOG credit, yet; the only way to obtain it are through the fair price package (when someone pays more than the US price, they get the difference back in store credit) or through a refund.
I think I recall someone saying that the possibility to buy GOG credit as such would be implemented eventually, yet there is still nothing to be seen in that regard.

Many downvotes.

It depends. The majority has been downvoted for trolling, scamming, leeching, rudeness and many other negative behaviors.
Many others though -usually and paradoxically those with a lot of negative points or fast dropping rep- are perfectly good users who have simply angered the same bad members I mentioned above; since they can create countless accounts, they have started using hundreds of them to spam "-" votes on those poeple for "revenge", cleartly abusing the system.
