Apply multiple tags to photos
Allow searching on tags
Run slideshow
Be fully offline, local install
For windows 64bit

Now I have had a look about, and there once was Picassa which was supposed to be the best, however this is no longer available anywhere as far as I can find. The other software which is presented as alternative always seems to be heavy on photo editing and manipulation and little else. I am only interested in organising my pictures (nearly 2tb!). Definitely not interested in anything online.
Worst comes to the worst I will just build my own DB for it, but wanted to check if there was anything already done.

Previously, google searches often ended up in a lot of results for image editors and viewers. I actually knew ACDSee from a long time ago, but didn't know it also did tagging and the database thing.

I just found an awesome feature! Importing my chaos of images and exporting them into a file structure (+renaming all files according to date the picture was taken). I can also add tags to the file names, but haven't started tagging them yet.

Thanks everyone, points all round. I have had a look at the ones suggested, and they all seem quite nice, though a bit chunky for my needs.

What I did come across on the web however was this:

Not sure if anyone has come across this, or used it. Seems quite cool and lightweight. Tags any files, free version by changing the filename to include the tags, but the paid one has a metadata folder and files to hold various things. Can view various things and has plugins. Pro version also has geo tagging, which is nice. And pretty cheap. Will continue investigating it.
How about checking out digiKam? It is open source photo management software that seemed to tick all the needs what you mentioned in OP. Unfortunately I haven't used it but by looking the features-list it does quite a lot.

I remember ThumbsPlus being a very good one, back in the days, and probably ACDSee does most of the same things now.

This is not really closely enough related. You should have made a new thread for better visibility. A good scanner is naturally needed.

I have used a similar service several times, called Retouchme. I sent them the scanned photos of my grandparents, and they restored them and made them colored. You can go to their website and get more information. P. S sorry for offtop.
