Technically it's a bit wrong.....it was in the first game, in the NOD campaign......he is mostly right, though.

Command and Conquer: Tiberian Dawn IS the first game! The longer naming was abandoned during the production, however it was mentioned in official manuals in other games.

I was wrong about its place in the campaign though, Seth says it when he first introduces himself to you, had mixed that up in my memory with his death which was one of the most memorable scenes in the game.
