Based just on playing 3 and 4, I still say the original Tropico 3 Gold campaign (so original Tropico 3 campaign played with Absolute Power installed, for the enhancements it brings) is the best. More serious and usually a long-term goal per scenario that you can get your head down and work towards achieving over decades of game time. Each campaign after that seems to only get sillier but at the same time more stressful, with successive goals and short time limits, making you need to rush this way to respond to the next thing dumped on you instead of following a long term plan, and also, while I'm all for complexity, with each iteration they seem to aim to make it not more complex, but merely more complicated, adding more things to juggle and making it more tedious to get things done for little to no benefit. Also, the more modern and "real" the setting, the more put off I am, and with 5 and 6 going ever more in that direction, no interest in them. Which is quite a pity.
I'll pick up Tropico 6 one of these days. On the one hand I enjoy the not-too-serious style of the earlier games, but on the other hand someone still needs to pick up the city builder torch that Will Wright dropped 20 years ago and Kalypso seems to be making an attempt at that.

BranjoHello: It's interesting to me how you only compare 3, 4 and 5 on which is the best.
I only played 1 and 3 and even though I like 3 a lot, I can say without any restraint that the first Tropico is better. The whole atmosphere is more charming as it's right in the middle between the serious and parodic. Also, the first one is more challenging and I would say has better balance when you progress further in decades as well.
Although Tropico 3 and 4 are not bad my favorite also is the first one. With the current sale price I would recommend it for anyone who wants to try out the Tropico series.

RedRagan: Also I love Tropico 1 but the game keep crashing when I did certain action. To the point I can't do that option at all. I forget which one but it really hinder my fun playing it.

AB2012: To cure the crashes in Tropico 2, edit Tropico2.ini (same folder as the .exe) and change the line to SoftwareDevice=1.
The one crashing is Tropico 1 though.

Works well for me. In the opposite to my retail version the GOG version requires native d3dx9_36. But I use an old Wine version, maybe it's not required anymore for a more recent Wine.
