Probably Railgrade, it had a rather impressive roadmap for a released title. In their defense however, the core part of the game is really the puzzle-style play and that was finished. I can understand the requests for sandbox mode but I don't believe it's the right game for that.

And yes, this is different than games that get major updates or DLCs or new features. These are situations where they're still messing with core game play and the existing content itself obsoletes.
Yeah. I got on the devs for EoE. It was already in early access. I bought it when it left early access only to find out it didn't leave early access. I was denied a refund due to time played before I found out they were still treating it as unfinished early access.
