I think it's highly probable. Most devolver stuff missing here is multiplayer or VR, but regular solo games have a tendency to appear here. Also, Ron Gilbert doesn't seem to have anything against GOG, as Thimbleweed Park is here too. So, being both Devolver and Terrible Toybox already present here I would be more surprised and disappointed if not.
