Probably toilet paper.
It is northeast. Near tel urvirith / tel Vos. The paper trail will lead you to a ruined place, and you can get into what looks like an underground sewer / cave that can connect to a city if I remember correctly. There seems to be a quest for it, especially since the one that has text seems to indicate some people escaping from prison or something like that, but back when I played it I can't find any quest near the area related to it.
My first scrolls game was oblivion but I really need to try this one out very soon, When hearing stories about people finding blank paper on the floor my adventure side of me is like OMG that could have lead to something maybe!.

Breja: It's certainly not fair if they only ever got a digital edition :D I'd love to get my hands on that map. That would likely make a lot of my frustration go away.
In the meantime, this digitization of the official map should come in handy. ;)

Breja: That's why I wish there was no inventory limit. I mean, even with the limit I'm already carrying a totally unrealistic amount of stuff, so why bother with the limit at all? Just let me have my fun and carry all that shit in one go!
1st thing i do is load a no carry limit, no way in hell am i passing up loot in a dungeon that I will never remember where it was to go back and get that vital doohickey i left behind cuz i thought it was trash. :P

now all this talk has me yearning for some morrowind wandering, i still havent even started the main quest


the mudcrapb merchant has bank of around 10k i think but its still such a bother to go back and forth selling. I ended up just keeping the armor sets and displaying them on modded mannikins, became a mini game for me to get all the armor sets in game, not even close to finishing

im actually playing morrowind right now..my laptop wont let me play it cuz of the video card being way behind but i used a mod which let me play it lol
and ive legit taken everything right now i started a new game and stole all the stuff
Two other ways of dealing with encumbrance if you really don't like the mechanic:

1. Use the Super Potion trick (or just a spell of Fortify Alchemy 100), then make a potion of Feather. This will basically eliminate the weight of whatever you're carrying for a decent period of time. Feather won't break the game horribly the way Fortify Strength will (though it still does give you an advantage).

2. Use the Creation Kit to lower the cost of the Feather effect. That effect is overpriced in Morrowind, and the developers realized this and made it cheap in Oblivion, so you could try playing with cheap Feather in Morrowind (though the 100 magnitude limit could be a pain unless you use the Code Patch to modify that rule).

I'm certainly not complaining about having more discussion about the game, though.
I don't mind, Morrowind is one of my favourites after all. :)
