Seems like it is made by a very small team of two devs - programmer and designer, but still i think should be mentioned here as other games from that movie - Braid and Super Meat Boy
Two people aren't one. And if you take it as primarily the work of one, there's all the dislike for Phil Fish to consider, even more so since throwing a tantrum and delisting the game from here

Think u'r right. My thought was 1 programmer and 1 designer, each made his part of the game. Will stop at that.

TomRobX: Kenshi, aka my current obsession. I'm surprised no one has mentioned it so far. Plus it's big, no idea how he managed to make the map this big by himself, before even populating it. It must have taken tens of thousands of hours in total.

Since the topic was already necroed: I haven't noticed anyone mentioning Matt Dabrowski's Streets of Rogue. Apart from some freelancers hired to provide the music and most of the art, I think everything else (at least design and programming) was done by him. Not sure if any additional core developers were hired for work on the sequel, but my impression is that it's still mostly just him, with some freelancers once again doing the music & art.
