I was just writing a post on the Wasteland forum about that game's mechanics and mentioned it being similar to Tunnels and Trolls in its mechanic, and I am curious what games are out there that are modeled after pencil and paper role-playing games that *aren't* Dungeons and Dragons.

From what I know about, there is:
Realms of Arkania (apparently based off some German game)
Some game based of Vampire: The Masquerade

Any others?

That "some German game" is called "The Dark Eye" (German: "Das Schwarze Auge") and is apparently the most popular RPG system in Germany (more than D&D). Other games on GOG from the same system are Blackguards, Blackguards 2, Memoria, Chains of Satinav. Off GOG, there's Drakensang and Demonicon.

I can highly recommend Blackguards.

I do believe that Teenage Mutant Ninja Turtles was one of those.

Sorry, you referred to the game, not its origin. I think I know of which game you speak. It is probably Darklands and they do have it here on GOG.

do you know anything about the game play itself? is it a first person or third person perspective? could it be both?
Fallout was supposedly based on GURPS early in its development and apparently isn't far-removed even now. Unfortunately I know nothing about GURPS' actual system.

While not roleplaying game systems, I should note the Warhammer, Warhammer 40k and Epic 40k games that were released here recently were designed to emulate the versions of the respective tabletop games out at the time, if in real-time.
GURPS is kinda a funny beast as it stands for General Universal Role-Playing System and is a game system which tries to merge every other system into one universal one. So in other words, they have supplements to convert Vampire and D&D into the same system.

I don't know for sure which ones if any, but some of the Call of Cthulhu or Lovecraft games out there might use that game system as well.
the F2P MMO called Champions is based on using the HeroSystem to my knowledge...
The original Fallout games are based on a modified version of Steve Jackson's GURPS.

There are a number of games based on shadowrun

Cdpr are doing cyberpunk (the prg was called cyberpunk 2020, 5 years till my neural jack :-) )

Mechwarrior is based on a wargame/rpg

I know it's kinda far removed from the actual setting, but there are a few Call of Cthulu games out there. And I believe Call of Cthulu was the RPG which introduced something like a sanity stat which has later been used in games like Eternal Darkness and to a degree Amnesia.

I believe there is at least one Warhammer RPG out there as well.

Actually, I forgot about Shadowrun. I have only played the SNES game with that title, however, and I am unfamiliar with the p&p game, so I don't know how faithful that game is to the system.

Shadowrun Returns etc is only an adaptation of the setting, not an adaptation of the PnP rules.
