Hm, maybe I'm misinterpreting but from what I understand it's some stone age guy or something surrendering to a tank, so based on that I'd guess either Empire Earth, Rise of Nations or Civilization.

Yes, that's the one.

Would gladly see a GOG release of the game. More so since it turns out that the version I got from a (legitimate!) game compilation back in the day was clearly some unfinished developer version which you could not even beat, as I recall.
