I don't know about other folk, but I like the notion of being able to just cruise around checking things out sometimes, instead of just racing all the time.

Yes. One can play Free ride (Test Drive, Joy Ride)...

Look for the options in the main menu.

Also, it is possible, to instal custom cars/mods.
