i cannot add a game to my wishlist via gog galaxy it just asks me sign in when i am already signed in what gives?

There is a current bug with wishlisting via Galaxy. Until they fix it, here is a workaround on this thread:
https://www.gog.com/forum/general/cannot_wishlist_games_anymore

Or log in with a regular Internet browser and wishlist the games there.

Why i can`t wishlist another copy of the game that i already own?
If i want to buy a present to a friend should it be full price?
